Of course labor makes up the bulk with many munis unable to control their labor costs.
Water probably makes up some and electricity is a hidden cost. Fertilezer and maintence equipment. It must run $500k to $1 million for an 18 hole course?

    I think you are on the right track… Additionally, maintenance of/purchasing of capital equipment must be high (all those carts to keep running) as well as liability insurance, property taxes, and Advertising.
    I am sure that you could find a business model and or examples via a google search or via the library in the SIC (standard industrial code) books. They have some very detailed info based on the US industry averages. Would be an interesting read.

    Our private 18 hole course requires in the neighborhood of $ 1.25 MM for golf course maintenance alone. This includes maintaining all the equipment, paying all the labor, mowing and fertilizing the whole course, bunker maintenance,cart path maintenance,maintaining the storage area plus fuel and Diesel. Yes, and paying the Super.

    My girfriends dad owns one it cost him 4.8 million dollars. Keep in mind that is paying everyone the club house, clubs, employees, camps, balls, food, landscapers, scorecards, pencils, golf carts, airatoes, lawn mowers,and the grass.
